The Administration of Justice (AoJ) Strategy (2017–2023) in Botswana was a comprehensive roadmap designed by the judiciary to reform, modernize, and expedite the delivery of legal services across the country. Developed under the oversight of a Technical Steering Committee led by senior High Court and Court of Appeal justices, this institutional framework directly aligned the judiciary’s operational goals with National Development Plan 11 (NDP 11) and Vision 2036 pillars.
The strategy targeted long-standing system backlogs, resource constraints, and accessibility hurdles through several targeted structural reforms:
1. Accelerated Case Disposal & Backlog Reduction
Judicial Case Management (JCM) Enhancement: Strengthened the JCM model where individual judges retain ownership of a case from initial registration to final disposal. This systematically shifted control of the litigation pace away from private lawyers over to the bench.
Specialized Courts: Expanded dedicated court tracks to fast-track niche legal matters. This included scaling operations for the Corruption Court (at High Court level), alongside Small Claims Courts, Stock Theft Courts, and specialized Traffic Courts at the magistrate level.
2. Infrastructure Expansion & Capacity Building
Physical Infrastructure: Utilized increased development budgets to construct and modernize judicial centers, including the completion of regional magistrate offices and the central Gaborone High Court and Court of Appeal facilities.
Human Capital Expansion: Drastically increased the number of presiding officers to alleviate strained court dockets, expanding the magistrate bench to ensure wider geographic accessibility across remote districts.
3. Structural Integrity & Operational Accountability
Sheriff’s Office Reforms: Established a centralized, dedicated Sheriff's Office headed by a Senior Assistant Registrar. This targeted historical delays in the enforcement of judgements by strictly supervising independent deputy sheriffs, court bailiffs, and messengers.
Organizational Division Mapping: Streamlined performance targets cleanly across the AoJ's four core divisions: Legal (civil/criminal registries and judicial reforms), Judicial (default judgements and cost taxations), the Office of the Master (insolvencies and estate liquidations), and Corporate Services (manpower and budgeting).
